Memorandum of Understanding
Between
National Rifle Association of America
And
National Muzzle Loading Rifle Association

I. Authority

This Memorandum of Understanding (MOU) is made and entered into between the National Rifle Association of America, a New York not-for-profit corporation that is classified as a section 501(c)(4) entity under the Internal Revenue Code, hereinafter referred to as the "NRA", and the National Muzzle Loading Rifle Association, an Ohio not-for-profit corporation, classified as a section 501(c)(3) entity under the Internal Revenue Code, hereinafter referred to as "NMLRA".

II. Purpose

The purpose of this MOU is to establish a framework upon which the NRA and NMLRA may cooperatively develop, conduct, and promote muzzle loading programs that meet the needs of both associations. These activities shall complement the respective missions of the NRA and NMLRA and shall be in the best interest of the public and the shooting sports.

III. Introduction

Whereas, the NRA is recognized as the authority in firearms education and training with over 39,000 NRA Certified Instructors, Training Counselors and Coaches;
Whereas, NMLRA is recognized as the authority in muzzle loading education and training, with more than 700 Certified muzzle loading Instructors.
Whereas, NMLRA wants to increase its instructor base and provide training material for its instructors that will match that used by the NRA.
Whereas, the NRA wants to benefit from the expertise of the NMLRA, continually improve its material relating to muzzle loading, and increase its certified instructor base;
Therefore, in consideration of the above premises, the parties agree as follows:

IV. The NRA Shall:

1. Develop muzzle loading lesson plans that are mutually beneficial to both organizations.
2. Review a Basic Muzzle loading Handbook.

V. The NMLRA Shall:

1. Review muzzle loading lesson plans.
2. Develop a basic Muzzle loading Handbook that follows the agreed upon lesson plan that will be used as a student text book.

VI. It Is Mutually Agreed And Understood By Said Parties That:

1. The NRA and NMLRA will develop a common and mutual muzzle loading program that will benefit both associations, and will share intellectual property rights of all materials developed as a result of this MOU, with both NRA/NMLRA being recognized on all materials.
2. The NRA and NMLRA will work together to develop a common set of course materials, with both NRA/NMLRA having equal access to all materials. NRA and NMLRA will agree to like prices for course materials, but will produce those materials in formats compatible with current materials for each organization. NRA and NMLRA will attempt to order course materials collectively in an effort to attain the lowest possible unit cost. If separate orders become necessary, NRA and NMLRA agree to maintain content and format, while physical appearance can differ.
3. The NRA and NMLRA will jointly develop a validation test for existing certified instructors to enable them to teach the new joint NRA/NMLRA Muzzle loading Course.
4. The NRA and NMLRA will recognize certification status of future instructors, mutually in both associations, who are certified under an agreed to instructor training curriculum.
5. The NRA and NMLRA will advocate the benefits of membership in both associations and agree that membership in either organization is not a condition of participation in any basis or instructor training program.
6. Amendments or modifications to this MOU may be made with the written consent of both parties.
7. This MOU may be terminated by either party following a 30-day notice of intent to do so.
8. The parties agree to review and assess the effectiveness of this MOU annually.
